The game is incredibly simple. Everyone gets a secret role in an envelope. Everyone closes their eyes while the Fascists reveal themselves to one another (in a large player count game, Hitler doesn't know who the Fascists are but puts his thumb up so they know who he is).
Each turn the President chooses a Chancellor and everyone votes on whether to accept this choice. The President draws 3 Legislation cards and secretly discards one; the Chancellor takes the remaining 2 and secretly discards one; the remaining Legislation is passed as a law,
The Liberals win with 5 Liberal laws; the Fascists win with 6 Fascists laws. Once there are 3 Fascists laws (and there will be), the Fascists can win if ever Hitler becomes Chancellor and the Liberals can win if they manage to assassinate Hitler (assuming they figure out who he is).

The beauty of the game is that you have to figure out who people are by how they vote. Fascists will try to vote for other Fascists to become Chancellor. However, sometimes Liberals are forced to pass Fascists laws (if a Liberal Chancellor is handed 2 Fascist Legislation). The game is characterised by noisy denunciations and paranoia.
